Explore funding for delivery and independent evaluation with clear agreements and transparent reporting. Sponsorship must never buy access to child or family data.
Horizon two · Data for Good
Governed research across trusted organisations brings together education and housing and wellbeing to explore better support for children and families.
Data for GoodHorizon three · Future development
Build from a proven foundation towards a trusted support network for children and families. These are future ambitions rather than funded or operational commitments.
Explore funding for delivery and independent evaluation with clear agreements and transparent reporting. Sponsorship must never buy access to child or family data.
Connect voluntary organisations and local support groups with agreed referral pathways so families can access practical help without repeating their story unnecessarily.
Develop shared governance and reusable research methods across authorised organisations. Public benefit and accountability come before scale.

Progress with purpose
Proposed targets by pilot end. These illustrative planning figures need agreement on scope and baseline. They are not measured or verified outcomes.
£100,000
Proposed target
Measured outcome not verified
Baseline administration costs less pilot administration and delivery costs including implementation.
Evidence needed · Matched time logs and finance-reviewed costs
2,500
Proposed target
Measured outcome not verified
Unique children newly receiving support against the baseline. Eligibility flags alone do not prove receipt.
Evidence needed · De-duplicated aggregate delivery confirmations
£75,000
Proposed target
Measured outcome not verified
Verified savings actually allocated and spent on additional meals or wider support without double counting.
Evidence needed · Finance-approved allocations and expenditure plus delivery evidence
Review monthly during the pilot with dated evidence and finance review. Redirect only verified net savings into additional support.
Pilot impact · Proposed reinvestment
If a pilot verifies net savings and approves £75,000 for reinvestment then that funding could provide more meals and practical support for children and families. This is a hypothetical allocation rather than savings achieved or support delivered.
£75,000
Illustrative potential only
Illustrative allocation after savings verification and approval. Time freed is not automatically cash available for support.
20,000
Illustrative potential only
£60,000 at an assumed £3 per meal. This counts meals rather than unique children. Actual delivery costs must be confirmed.
60
Illustrative potential only
£15,000 at an assumed £250 per child. Children could also receive meals so these figures must not be added as a unique-child total.
Verify net savings against the baseline. Approve the allocation. Record expenditure and confirm delivery. Report unique children reached separately with de-duplicated evidence. Verified savings and funded support are not available yet.
Connected services and responsible research
MealConnect supports exploring the DfE proposal to test NHS numbers in school systems with clear safeguards. Schools Week reports provider testing plans. This does not confirm an awarded contract or a live MealConnect integration.
An identifier is not proof of school meal entitlement. Councils and authorised teams still need the relevant eligibility evidence and family context including parent or guardian and address or residency checks where required. The reported proposal does not establish new family obligations or remove existing checks.
Better interoperability could strengthen governed research into how meal access relates to attendance and wellbeing and wider family support. MealConnect becomes more important as a clear record of entitlement and delivery and evidence. Research must distinguish association from causation and use de-identified environments with specific lawful purposes.
Future connections could help authorised practitioners coordinate referrals and evaluate whether resources reach children. MealConnect would retain human judgement and auditable decisions rather than treat a shared identifier as permission to access health records or automate entitlement.
No NHS-number integration or cross-service research access is live in MealConnect. Any future work needs confirmed requirements and agreements and independent oversight.
