From entitlement to a meal

A consistent daily process designed to find eligible children and reduce the burden on families and public services.

01

Bring records together

Pupil records enter at the council boundary through validated imports with clear ownership and provenance.

02

Verify entitlement

Check against the authorised eligibility service. Keep targeted and expanded entitlement distinct for funding. AI can flag missing information but never decides eligibility.

Governance before automation

Councils remain data controllers. Purpose and lawful basis must be agreed before any live sharing. Access is restricted to authorised staff and decisions are recorded.

The current portal uses synthetic data and a sandbox eligibility adapter. Approved DfE access is not connected. HAF enrolment is a planned extension subject to programme rules and agreements.

Measure more than enrolment

Horizon one will evaluate access and administration alongside attendance and educational attainment where approved linked data is available.

Use a baseline and follow-up with an appropriate comparison group. Report associations separately from causal evidence and account for other influences. No direct improvement is claimed today.
